The Staff Development Division (SDD) is the training connection between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF) and the Governor's Office of Information Technology (OIT) for eligibility sites across Colorado.
Connecting Training Throughout Colorado
CDHS, HCPF, and OIT are responsible for ensuring that comprehensive training is provided for staff, including contract staff, who have access to and/or update the Colorado Benefits Management System (CBMS) Production Environment. Due to the sensitivity of information in CBMS and the functionality that allows benefits and services to be issued to Coloradans, users may need to receive additional training prior to accessing or updating the CBMS Production Environment.
Process Based Training (PBT)
The SDD provides a blended and competency-based approach to learning, referred to as Process Based Training (PBT). PBT as a blended model includes, self-paced learning in the form of web-based training (WBTs), desk aids, and process manuals followed by instructor-led training (in-person or virtual) where certified trainers guide learners in the process of CBMS data entry and eligibility determination.
Blended learning allows for web-based and virtual training to occur without the cost of travel for counties in rural areas of the state.

CBMS Training Requirements
How to Get a CBMS Account
Your work may require you to have a Colorado Benefits Management System (CBMS) account. Getting a CBMS Account requires completing a Certificate Plan. The training varies based on the type of access a worker requires. Some workers may require read only access while others may need the ability to initiate an application.
High-Level Program Groups (HLPGs)
Will you be working within a High-Level Program Group (HLPG)? If so, you will need a CBMS Certificate for each of the HLPGs you are supporting. There are six HLPG Certificate Plans; Medical Assistance (MAGI & Non-MAGI), Adult Financial (AF), Colorado Works (CW), Supplemental Nutrition Assistance Program (SNAP), and Long-Term Care (LTC).
