The Staff Development Division (SDD) is the training connection between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF) and the Governor's Office of Information Technology (OIT) for eligibility sites and public assistance workers across Colorado.
We are tasked with identifying essential training needs and establishing, facilitating, and maintaining integrated competency-based curricula while continually evaluating results. We rely on a blended learning model, balancing self paced web-based training with instructor-led training. The SDD team partners with a network of trainers across the state working to successfully support more than 6,500 workers statewide.

Meet Our Team
The Staff Development Division (SDD) is a team of talented professionals dedicated to planning, developing, delivering, and evaluating high quality training. We provide training and support for public assistance workers throughout Colorado.
Design and Development (D&D)
The D&D team is responsible for the design, development, and implementation of a variety of online and in-person training courses, methods, and materials for eligibility workers. They analyze new training requests, create customized training solutions using adult learning theory principles, and implement these solutions through our learning management system, COLearn. In addition to designing the training content, the D&D team also administers the learning management system to ensure that all training materials are functioning correctly and are accessible to users.

Needs Analysis
Conduct research to determine the tasks, skills, competencies needed and create a project management plan.

Ideation
Write learning objectives, choose an instructional approach and delivery method, and outline the activities and assessment strategy.

Development
Create the learning materials and gather feedback from subject matter experts and stakeholders to refine the training.

Implementation
Publish the training on the COLearn LMS or website, and support user's needs and access.

Reporting
Provide quantitative data to stakeholders on training that has been released.
Regional Training Representatives (RTRs)
Our RTRs are the point of contact for each regions' training needs across the state. RTRs facilitate and deliver a variety of training courses for Public Assistance and Medical Assistance Programs. They also provide over-the-shoulder support to all eligibility site workers across the state and help coordinate their training needs.
